new extra fees after rental charge

my daughter rents at marriott grande ocean yearly, however this year after the asking price there are new added fees totaling to about $500. extra. this is something new, i noticed that on VRBO they are doing the same thing. Taxes and fees are paid with the owners maintenance fees, which go up yearly, so why is Redweek charging for these extra fees? Is there a new "middle man" involved???
