If I make an inquiry as to availability - do they immediately charge my credit card ? Are owners able to access my credit card info?

Whom are you trying to contact and make an inquiry? And who are "they"?

I don't think owners from whom you are trying to rent can access your credit card info. If you are renting directly from an owner, you might want to use Pay Pal. That is a preferred method or owners and renters alike.

If you are referring to a RedWeek full-service rental, then your credit card is not charged until you indicate you want to rent the week and the owner agrees to the rental. Owners do not have access to your credit card information -- all payments go through RedWeek.
