I believe what you're speaking of is internal exchanges within a resort, a management company (re: Marriott, Starwood, Worldmark etc.) or a club. That's not the same as banking and exchanging via RCI. You're comparing apples to oranges. With many systems internal exchanges are allowed without an exchange company involved whatsoever.

I WISH I was on somebody's payroll.
