Not so, you just haven't been caught yet.
Under II Exchange Procedures and Priorities (16):
"A vacation week may not be rented, exchanged or given to a third party once it has been deposited with the Exchange Program."
Guest certificates are for family and friends only and cannot be used for commercial purposes or to make a profit of any kind even for maintenance fee reimbursement. If you get caught your membership can be suspended.
