That section 16 of II's rules jayjay referred to appears to address double dipping (can't deposit and use in addition to the deposit), it doesn't appear this section 16 addresses renting a deposited unit.
After all, if the text says "A vacation week may not be ..., exchanged or given to a third party once it has been deposited with the Exchange Program." and the part I left out about renting truly meant renting a deposited unit was not allowed, then exchanging a deposited unit is also not allowed - which is clearly the reason to deposit the unit. And if you can't give it to a third party once deposited then there would be no use for guest certificates. So section 16 must only pertain to preventing a member from depositing the unit and then separately/additionally using the same unit outside II as well.
