While a resort is still active in developer sales (i.e., is not yet fully sold out), the developer of the property is still the predominant property owner who completely controls the game --- and the rules of the game.
Only after the developer (or the developer's hand-picked stooges and lackeys) departs the scene when the property is largely sold out is there really much of any chance of truly meaningful owner input or influence and / or a owner-based HOA with the owners' (...not the developer's) best interests at heart.
Some people actually adopt the strict personal policy and approach that they they will ONLY buy or own timeshare weeks at facilities which are "owner controlled" and at which the developer and / or the developer's stooges are already long gone from the scene...
