What's the payment for? Maintenance fees? If so, then that's pretty standard for any resort to ask for fees to be paid (usually at the beginning of the calendar year).

The resorts need this money to operate.

Are you looking to rent a unit at that resort? Then it's only reasonable that they ask for the money to show that you are committed otherwise they will have to look for another tenant.
