Grand Pacific is located right by the freeway, near the Anderson Windmill, atop the hill with the flower fields.

The exit is Palomar Airport Road, about three freeway offramps south of Carlsbad Inn, left side of the freeway as you head south.

Is it possible to have a real Ocean view from any rooms here -- or would you need binoculars to see the beach/ocean?

When the rental says ocean view, it really is. The property is less than a mile from the Pacific Ocean, on a hilltop and overlooks a panoramic view of the ocean.
