Guest certificate

If I’m renting a timeshare, do I have pay the owner in full before they request a guest certificate in my name.

There is NO guest certificate involved when renting. If there is one it's an Interval exchange and those cannot legally be sold. When a rent is accomplish it's a resort reservation under your name that will be provided.
