What is the "activation fee"?

It’s like the usual timeshare maintenance fee. Some contracts have it optional. In that case the fee must be paid every 5 years, if a week hasn’t been used by then then. So in effect, its the cost of a week.

Do activation fees ever increase annually, like traditional maintenance fees? My sales rep said I only pay “operational costs” of $78/night for a weeks stay and an “HOA fee” of $275 every 5th year. Does any of this make sense? The wife is having buyers remorse, as most do in high pressure timeshare sales.
