Are there elevators available to the upper floors?

The Tower Hotel has two elevators to all floors, but the Villa do not have any to the entrance. The tall buildings on the upper rows have 3 bedroom units with an interior elevator to the second floor where there are 2 bedrooms and on up to a third look out level.
