Are tests still required if you have been fully vaccinated?

When will Hawaii acknowledge vaccinations rather than tests?

I see the rental agreements state that you are accepting the risk of Covid but what if Kauai goes back to the 10 day quarantine requirement? Would that mean that the timeshare are uninhabitable and the money would be refunded or would the renter be out the money?
